Replacing Centrelink with a modern concept.
For anyone who has stood in a long queue at a Centrelink office and experienced the despair of being there and the indifference of the staff, you know the following is true.
The modern world, with the singularity of AI approaching, has become an unstable, uncertain and unpredictable environment for long term employment. For many it has resulted in generational unemployment where the lack of experience has produced an unemployable situation which is then passed on to children.
Centrelink has become an embodiment of the despair and hopelessness that the long term unemployed go through every day. The whimsical thought that everybody can get a job if they try hard enough is just not realistic. Biases and personal perceptions have a great impact on employee prospects becoming employed. The more this prospect despairs, the further away an employment opportunity becomes.
AI and advances in robotics is fast approaching and will have vast socio-economic impacts, especially on those who are already difficult to employ. It is time to dump the despair and callousness of Centrelink with their work for the dole punishments for being unemployed. A new approach to the employment quandary is absolutely necessary.
I propose a system entwined with the guaranteed basic income concept. Please see that page (link). hose unemployed who are on the guaranteed basic income payment will need to sign up to a new employment system to receive their guaranteed income.
The new system will be a system of work groups, such as manufacturing, construction, agriculture, service industry, logistics etc. Employers can draw available people from these work groups as low cost staff for their businesses. The benefit to the unemployed is that they still receive the guaranteed basic income, plus the employer must match that guaranteed income amount to employ them. The benefit to the business is that they only have to pay the equivalent of the 22k per annum amount resulting in very inexpensive workers. the benefit to the economy is higher industry growth and corresponding GDP growth, more taxable income and a more robust domestic economy.
Employers can only use the work pools for 40 percent of their staff requirements and any permanent positions that become available have to be drawn from those that have worked for their business under this program. Separate from management positions. There are no fixed periods of employment although the minimum will be expected to be about 3 months.
