Creation of a virtual Indigenous Territory to allow an equitable voice of representation to Parliament and the Senate
I propose a policy where we allow indigenous Australians to have an equitable voice in parliament but not a disproportionate voice to parliament. I propose creating a virtual territory where Australians of indigenous descent can choose to vote in that virtual territory if they wish to do so or remain on their current state election rolls. This will allow the scattered indigenous population across Australia to have a group vote to allow for proportionate representation in members of parliament and 2 guaranteed senators per territory law. Thus a voice to parliament would be genuine.
The virtual territory would be allowed to govern Indigenous affairs and promote indigenous culture. Being a virtual territory it can encompass indigenous communities from all states who can group their vote together to have their voice focused in parliament. Therefore it would not be a disproportionate voice where a minority can override a majority vote. That type of voice was never going to pass a popular vote. An unelected council was also never going to pass a referendum vote.
This proposal would be preceded by a referendum approving the creation of a virtual Indigenous territory allowing indigenous Australians to focus their votes for Indigenous candidates based on current rules for representatives per capita in physical states. The number of representatives would correspondingly be based on the number of registered voters and would be by region in nature.
It's method of financing would be based on GST per capita for that territory. Indigenous rangers would also be placed in positions within national parks to care for the land.
